Key Considerations:Export Batteries to Saudi

02 Dec, 2025

Exporting standalone batteries to Saudi requires meticulous adaptation to its stringent regulatory framework. Full compliance throughout the entire process—from certification to customs clearance—is essential for smooth delivery. The following are key considerations.

Certification documents are a core threshold for customs clearance. The UN38.3 test report is indispensable and must be issued by an authoritative laboratory, proving that the battery has passed safety tests such as high and low temperatures and vibration. The MSDS must strictly adhere to the GHS standard, detailing composition, hazards, and emergency measures. If batteries are intended for specific equipment, it is also necessary to confirm in advance whether they fall under SASO certification requirements to avoid cargo delays due to missing documents.

Packaging and transportation must comply with dual regulations. Outer packaging must use UN-certified hazardous material packaging, with internal measures to prevent short circuits, such as insulating battery terminals with tape and maintaining the state of charge below 30%. The outer box must clearly display Class 9 hazardous material labels and the corresponding UN number. Lithium-ion batteries shipped alone should be marked UN3480, while those packed with equipment should be marked UN3481. For air transport, an IATA Dangerous Goods Training Certificate is required, while for sea freight, a Dangerous Goods Declaration Form must be prepared.

Customs clearance and logistics require advance planning. Commercial invoices and packing lists must clearly specify battery model, capacity, HS code, and other relevant information. The bill of lading must indicate hazardous material marks and the UN number. It is advisable to avoid religious holidays such as Eid al-Fitr, as customs efficiency may decrease during these periods, potentially leading to port delays. It is recommended to partner with logistics providers familiar with hazardous goods clearance in Saudi, obtain relevant insurance, and stay updated on policy changes to mitigate potential risks.
