Exporting power banks to Saudi is subject to strict import controls for electronic products. To ensure smooth customs clearance and market entry, products must meet dual certification requirements and comply with relevant specifications for packaging and user manuals. The specific requirements are as follows:
1. Mandatory Dual Certification
IECEE Certification: As the core certification to verify that power banks meet international safety standards, applicants must first obtain a valid CB certificate and test report (in accordance with the IEC62368 standard) within 3 years. Then, submit application forms, product photos, Chinese-English-Arabic trilingual user manuals, nameplate design drawings, manufacturer declarations and other documents. The certificate, with a validity period of 1 or 3 years, will be issued after document review and sample testing by the certification body. If no CB certificate is available, the CB certification process must be completed first.
Saber Certification: A mandatory electronic certification for customs clearance in Saudi, it must be applied for via the Saber system after obtaining the IECEE certificate. Among the related documents, the SC certificate is valid for a single shipment only and must be applied for before the goods arrive at the port. It is critical to ensure that all information in the SC certificate is consistent with that in previous certificates. Starting from 2025, any SC certificate applied for after the goods arrive will be deemed invalid, resulting in customs clearance failure.

2. Packaging and Labeling Specifications
Power banks must be packed in compliant hard cartons, with internal shockproof and moisture-proof materials such as bubble wrap. Each product should be individually insulated to prevent short circuits. External cartons must be covered with green woven bags as required. For wooden packaging, hinged tops are mandatory to facilitate inspection. In addition, hazard labels and shipping document information must be clearly affixed to the outer packaging. Product nameplates shall be designed in a standardized manner, with key parameters clearly marked.
3. Supplementary Supporting Requirements
If a charger is included with the power bank, a test report for the 2203 standard must be provided for the charger to ensure compatibility with Saudi Arabia’s local three-pin power plug specifications. Furthermore, all technical documents and product manuals submitted must include an Arabic version or bilingual (Arabic-English) versions to avoid compliance review delays caused by language issues.
