The UAE Customs does not mandatorily require repacking for goods with slightly damaged outer cartons but intact contents. The core judgment lies in whether the damage affects cargo safety, label integrity, and customs inspection. Practical handling should be scenario-based to avoid customs delays or detention.

For minor damage—such as slight scratches, corner dents, loose sealing tape, no holes, moisture, or deformation—with fully sealed goods and clear shipping labels, repacking is unnecessary. Simply reinforce the carton on-site, keep complete proof of intact goods, photos of damage, and packing lists to cooperate with customs inspection. Such cases generally do not hinder the clearance process.

For moderate or severe damage—including holes, large tears, moisture softening, blurred or fallen labels, or risks of cargo shifting or contamination—repacking is strongly recommended even if goods are temporarily intact. UAE Customs applies strict standards to packaging safety. Seriously damaged cartons are likely to trigger manual re-inspection; customs may question cargo storage compliance, even detain goods on the grounds of "non-compliant packaging for transport safety", resulting in prolonged clearance and port storage charges.

Notes for repacking:Use compliant rigid cartons, fully reattach original shipping labels, product descriptions, batch numbers and other markings to ensure consistency with declaration information.Repacking should preferably be completed outside the customs supervised area or entrust a local customs broker to avoid additional verification caused by unauthorized unpacking.
