The completeness and compliance of documentation for Chinese products exported to Saudi Arabia directly determine customs clearance efficiency. In accordance with Saudi customs regulations, the following basic documents, special certification documents, and supplementary materials shall be prepared:
Basic documents are essential for export, including commercial invoice, packing list, certificate of origin, and bill of lading/air waybill. The commercial invoice shall be certified by the CCPIT, stating detailed cargo information and HS code, and settled in US dollars. The packing list shall be consistent with the invoice, indicating packaging details and shipping marks. The certificate of origin shall be issued by the CCPIT, marked “MADE IN CHINA” with an official seal. The bill of lading/air waybill shall be in full English, clearly showing the consignor, consignee and transportation information.
The core special certification document is the SABER certification. Starting from 2025, all goods exported to Saudi Arabia must obtain the PC (Product Certificate) and SC (Shipment Certificate) through this system. The PC is valid for 1 year and the SC is valid for a single batch, which shall be applied 2–4 weeks in advance. In addition, electronic and electrical products require supplementary SASO certification; food products require SFDA certification and halal certification; branded goods shall provide a trademark authorization letter.
Supplementary materials vary according to cargo types. Insurance policy is required for insured goods, and fumigation certificate for wooden packaging. Please note that all documents must be fully consistent; products and packaging shall be marked with non-removable origin labels, and instructions shall include Arabic text. Complete preparation of all documents in advance can avoid customs inspection and delay, ensuring smooth customs clearance.
