For non-Amazon platform goods entering local warehouses in Saudi Arabia, four core requirements must be met simultaneously: customs compliance, product certification, packaging & labeling standards, and warehouse admission operation norms, all of which are indispensable.

1. Core Compliance & Certification Requirements

SABER certification is a mandatory threshold. All commodities need to obtain a PC Product Conformity Certificate (valid for 1 year) in advance, and an SC Shipment Conformity Certificate (valid for a single batch) before shipment; goods without certificates will be detained by customs. Food and cosmetics require additional SFDA certification, while electronic and electrical products need IECEE/CB certification.The importer must hold a Saudi Commercial Registration Number (CR) and Value Added Tax Number (VAT), and complete customs declaration through the FASAH system. Starting from 2026, all shipments must be marked with an 8-digit short Saudi address code (4 letters + 4 numbers); otherwise, warehouse admission will be rejected.

2. Packaging & Labeling Specifications

Outer cartons must be sturdy and moisture-proof. The weight of a single carton shall not exceed 30kg, with dimensions limited to 120cm×60cm×60cm, and a maximum of 3 different product names can be mixed in one carton.Both products and packages must be clearly marked with MADE IN CHINA. Consumer goods must be attached with Arabic user manuals, and electronic & electrical products shall affix energy efficiency labels and mark 220V/60Hz. Outer cartons need clear marking of warehouse receipt numbers, shipping marks and ASN numbers; unmarked goods will be refused by the warehouse.

3. Warehouse Admission Operations & Document Requirements

Book warehouse delivery appointments in advance via the system background to generate delivery order numbers and synchronize information with logistics providers.Mandatory documents include bill of lading, commercial invoice, packing list, chamber-certified certificate of origin and SABER certificates, with all information kept completely consistent.Complete pre-declaration before goods arrive at the port, pay 5% customs duty plus 15% value-added tax after customs clearance approval, then arrange local last-mile delivery for warehouse storage.
