Exporting goods to Saudi Arabia requires strict compliance with SASO and SABER customs clearance regulations, where country-of-origin marking is a key focus of customs inspections. The regulation mandates that both the product itself and outer cartons must be marked clearly and durably with "MADE IN CHINA", and neither can be omitted. Only applying origin stickers on products without printing the mark on outer cartons constitutes a clear non-compliance.
Such practice carries a high risk of cargo detention upon arrival at the port. Saudi Customs does not accept easily removable stickers as valid proof of origin. Missing printed markings on outer cartons will be regarded as incomplete information. Once detained, goods cannot clear customs normally and will be held at the port. On-site rectification is extremely difficult.
Non-compliance will directly result in substantial losses. Port demurrage, warehousing and stacking fees will accrue the longer the goods are held. If the time limit is exceeded, the goods may be forced to be returned or destroyed. All return freight and cargo value losses shall be borne by the shipper, and customs fines may also be imposed.
In addition, it will affect future shipments. Non-compliance records will place enterprises and logistics providers on the high-risk watchlist. Subsequent shipments will face a much higher chance of random inspections, slower customs clearance and increased costs. It may also lead to customer rejection and lost orders, seriously damaging long-term trade partnerships.
