Battery exports, A Complete Guide to Shipping to Dubai by Sea Freight

09 Jun, 2025

What should you be aware of when exporting batteries to Dubai by sea freight?

Batteries are classified as dangerous goods. Both domestic and international customs have strict regulations on battery exports, and there are many requirements for transporting such goods.

Packaging Standards

Double-layer protection design:

  • Inner packaging: Use the battery’s original manufacturer packaging.
  • Outer packaging: Use sturdy wooden crates or reinforced corrugated cartons. Secure the box with packing straps, ensuring that no nails are exposed.

Padding and isolation measures:

  • Use foam boards or air cushion film to separate batteries and prevent collisions and short circuits during transport.
  • Place anti-static materials inside the box and seal all openings to prevent electrolyte leakage.

Markings and labels:

  • Clearly label the outer box with the battery type (lithium/dry), capacity (Wh), and quantity.
  • Attach the correct UN number (e.g., UN3480) and the Class 9 lithium battery hazard label in compliance with Section 188 of the International Maritime Dangerous Goods (IMDG) Code.

Documentation

Testing report:

Lithium batteries must pass the UN 38.3 test, which includes 8 safety tests (vibration, temperature cycling, short circuit, etc.), with a report issued by an accredited agency.

Compliance certificates:

  • Dangerous Goods Packaging Certificate (DG Packaging Certificate) (for hazardous batteries)
  • MSDS (Material Safety Data Sheet)
  • Transport Identification Report

Customs clearance documents:

  • Commercial invoice
  • Packing list
  • Certificate of origin
  • Battery compliance declaration (must specify model, voltage, and ampere-hour rating)

Shipping and Customs Clearance

Key points for sea freight:

  • Transit time: 35–40 days
  • Shipping cost: approx. RMB 1,200 per CBM (cubic meter), with a minimum shipment weight of 120KG
  • Declare the goods as Class 9 dangerous goods during booking
  • Use containers specifically designed for hazardous materials

Customs clearance strategy:

Opt for DDP (Delivered Duty Paid) service, where the freight forwarder handles customs clearance and tax payment in both countries to avoid inspections and delays.

Dubai Customs focuses on:

  • Verifying the UN 38.3 test report and DG Packaging Certificate
  • Shipments lacking proper certification may be detained or destroyed
